You cannot enforce against someone you cannot find
Post-judgment process has to be served. A debtor who has moved, married, changed the spelling of their name or simply stopped answering can stall a judgment indefinitely, not because they are judgment-proof but because they are unlocatable.
Skip tracing for enforcement is different from a people search. The output has to be good enough to serve process on and to swear to. A list of nine possible addresses is not a result. One confirmed current address, with the identifiers that prove it is the right person, is.
